The south section of Basilica 1F, is referred to as Basilica-Law[a] and acts as the base of the Messian Church. There are no enemy encounters present here, presumably because God has warded it off from demons.[1] Notable NPCs include the Messian Faith Founder and Octopus.

Game Appearances

Shin Megami Tensei

Sometime after the Great Cataclysm, the Messian Church begins a large-scale effort to build a Basilica to summon their God to Earth to create the Millennium Kingdom.[3][4][5] Located in Tokyo Bay, its construction is overseen by angels.[6] Messians sent to build the massive structure work tirelessly to the point of death, devoting their lives to the cause under the belief that even if they died, they would be sent to heaven.[7] [8][9] Though the forces of Chaos attempt to stop it,[10] the Basilica's construction goes on relatively unimpeded. Right before the Basilica is completed, however, the Ring of Gaea initiates its plan to take control of it from the Messians.[11] They infiltrate it, taking over half of the building and unleashing a mass of demons inside it to halt God's summoning.[12] This leaves the Basilica split between the Lawful and Chaotic factions warring for dominance, along with the major demons leading them, such as Michael and the Archangels,[c] who occupy the top half of the Basilica, and Asura Lord and the Chaotic Tyrants,[d] who reside on the bottom floors. Those not aligned with any particular alignment manage to sneak into the Basilica as well.[13] Louis Cyphre is also located on one of the bottom floors, and tells the Hero about an island to the west that has something that could assist him.

On the Law or Chaos routes, Aniel or Echidna, respectively, will connect a bridge to the Basilica for the Hero. On the Neutral route, the Hero goes through the Ginza Passageway, which leads to another entrance into the Basilica. Once inside, the Hero meets with either Law Hero on the Law side of the Basilica if he is on the Law route, or Chaos Hero and Rie on the Chaos side of the Basilica if he is on the Chaos route, who ask him to recruit or defeat the Four Devas. If the Hero is on the Neutral route, he will find Law Hero and Chaos Hero arguing with each other near the Basilica's central area, and will ask him to pick a side and assist them. Once the Four Devas are dealt with, God unleashes a great flood onto Tokyo, which spares only the Basilica and submerges the rest of Tokyo underwater. To venture across the water, the Hero saves either a Turtle or an Octopus, who are on the Chaos and Law sides of the Basilica, respectively, from being killed or sacrificed.[e] As thanks, the sea creature gives him a flute to call it whenever he needs a ride on the water.

When he returns to them, Law Hero and Chaos Hero ask the Hero to venture across the water to assist their ally Vishnu or Ravana, the latter of whom who is stopping God from descending to Earth.[14][15] After the Hero deals with them, Law Hero and Chaos Hero venture further into the Basilica. Depending on the route, Law Hero, if the Hero is on the Law route, or Chaos Hero and Rie, if the Hero is on the Chaos route, will be in the Basilica's central area. They will inform him that the opposing alignment hero has activated the Basilica's power reactor, and that they must defeat Asura Lord or Michael soon. If the Hero is on the Neutral route, the old man from Kichijoji will appear instead and tell the Hero that the conflict will not end so long as both leaders of the two factions remain. From there, the Hero's path differs greatly between routes.

On the Law route, the Hero visits Uriel, Gabriel, and Raphael on the Basilica's upper floors, whom he recruits and then fuses into the Angel Ring to gain access to Asura Lord's floor. When the Hero reaches the door that leads to the bottom floor, he finds Law Hero dead at Chaos Hero's feet, who tries to kill him, but he is killed instead. Enraged that the Hero would kill his friend so casually, Rie appears and reveals her true identity as Lilith and tries to kill the Hero's party in earnest, but is defeated nonetheless. The party proceeds to defeat Asura Lord after.

On the Chaos route, the Hero meets with Asura Lord, who tells him they must create the Demon Ring to reach Michael, and proceeds to visit Surt, Astaroth, and Arioch, who give him the items needed for Asura Lord to create the Demon Ring. When the Hero reaches the door to the top floor of the Basilica, Chaos Hero takes the ring from him and uses it to open the door, though Chaos Hero then explodes from being overwhelmed by the ring's power. Law Hero then appears and fights the party, but is defeated. The party proceeds to defeat Michael after.

On the Neutral route, the Hero can progress through the Basilica in any order, as he is not impeded by any locked doors. On the bottom floors, he still fights Chaos Hero and Lilith along with Asura Lord, and will still fight Law Hero and Michael on the top floors. Depending on who the Hero kills first, either Law Hero or Lilith, the old man from Kichijoji appears after their death to encourage him forward and reveals his true form as Taishang Laojun before disappearing again.

After Michael or Asura Lord, or both, have been defeated, the Hero and Heroine are summoned to the top of the Basilica for the ending. On the Law route, it is the Messenger of God who is waiting for them. On the Chaos route, it is Louis Cyphre, who reveals his true identity as Lucifer to the party, and on the Neutral route, it is Taishang Laojun who greets them. They congratulate the heroes as the game ends. At the end of the credits, the Heroine and Hero are in the halls of the Basilica as the Heroine tells the latter that, though many lost their lives in the conflict, they will come back one day, so the time for destruction has ended, and the time for creation has begun.

Shin Megami Tensei II

Though it was destroyed after the waters of the Great Flood receded,[16] and so does not appear in Tokyo Millennium, the Center was constructed on the same ground the Basilica was built on.[17]
