Origin

Astaroth is the 29th spirit said to have been summoned by Solomon in the Ars Goetia section of The Lesser Key of Solomon.

Etymologically, Astaroth's name derives from the Hebrew plural form of the name of Astarte, Ashtaroth. This term is used in verses like Judges 2:13 in the Bible[a] to refer metonymically to goddesses in general.[1]

The Duke of Fear, one of the 4 Dukes of Hell. It is said he is the form of Ishtar, the Babylonian goddess, in the demon world. She was the goddess of fertility, and the wife of Baal. Astaroth is often depicted as an angel of great beauty, though he smells unbearable. He is a hedonist and can lead people into idleness. He also enjoys sadistic murder.

He appears in the form of a prince riding a dragon and leads an army of 40 evil spirits. He can also travel through time. Astaroth is one of the Tyrants occupying the bottom floors of the Basilica for the Chaos side. If the Hero is Neutral or Law-aligned and confronts Astaroth, he will call him a "pitiful lamb capable only of obedience" and attack him. After being defeated, Astaroth laments that had it been a little longer, he could have regained his true form as Ishtar again. If the Hero is on the Chaos route, Astaroth will wonder if it would be possible for him to regain his true form and gives the Hero the Astaroth Pin.

Shin Megami Tensei II

Astaroth is waiting in Tiferet near Beriah Corridor, first appearing in the guise of Louis Cyphre. Not believing that Aleph could be either Satan or the Messiah, he attacks, assuming that Lucifer has overestimated Aleph's capabilities and plans on killing him to prove it. After his defeat, however, he realizes he is wrong, and not caring who Aleph is, begs him to restore him to his true form, the goddess Ishtar.

If Aleph has Astaroth in his demon stock and visits a room in Binah Town, he will beg Aleph to allow him to return to his original form due to his connection with the temple. If Aleph allows it, then he will split into Ashtar and Ishtar.
