Skill Changes in Persona 3 Reload
WIP. Data largely derived from Persona 3 Reload Official Complete Guide. In progress updating because that book has some omissions/errors.
Skill Changes in Persona 3 Reload can occur upon fusion in two forms: Skill Change,[a] which randomly picks a skill based on the Arcana of the ingredient Personas and the rank of the skill being changed, and Skill Enhancement,[b] which applies a predetermined enhancement for certain skills depending on the protagonist's level.
Occurrence
The chances of a Skill Change occurring are at base a 12.5% chance, and this is affected by both how many fusions have been performed since the last full moon, up to 5x at 40+ fusions, and the current phase of the moon, up to 1.5x before or on a full moon. This means if both multipliers are at their maximum effect, the chance of some skill changing is 93.5%, which is rounded down to 93%. (In Episode Aigis, which lacks the lunar phase multiplier, the maximum chance is 62.5%, rounded down to 62%.)
If this probability is chosen, between 1 and 3 skills will be randomly selected to change (not including empty slots). There is a 70% chance for 1 skill to be selected, a 25% for 2 skills, and a 5% chance for 3 skills. Each skill selected to change has a 70% chance to undergo Skill Change, and a 30% chance to undergo Skill Enhancement. See below sections #Skill Change and #Skill Enhancement for respective details on these processes.
Fusion multiplier
The number of fusions is reset after each full moon, with the maximum multiplier reached at 40. In Episode Aigis, the counter is reset upon leaving the Abyss of Time, and the required fusions for each multiplier is much lower, with the maximum reached at 15.

Lunar phase multiplier
TO DO: Lunar phases do not correspond correctly here.
The lunar phase multiplier reaches its highest at the three days before and including the full moon. Entering the Velvet Room during this time will prompt Elizabeth to inform the protagonist that "the moon waxes full". The multiplier then gradually decreases again as the moon wanes. This multiplier is not present in Episode Aigis.
Note that the lunar phases utilize the lunar calendar, with 0 indicating a new moon, and 15 indicating a full moon. This should not be confused with the in-game "limit" counting to the next full moon.
Skill Change
TO DO: Skill Pack system differs from actual in-game data, mostly the same functionally but there are some exceptions.
Skill Packs
Skill Changes can yield a result from one of four of "Skill Packs"[c] lettered A-D. Which Skill Packs are used depend on the Arcana of the ingredients used in the fusion, with each Arcana providing two Skill Packs. Each Arcana of the ingredient Persona adds its Skill Packs to the pool, with packs appearing multiple times being given more weight. For example, a Skill Change in a fusion between Personas of the Fool and High Priestess Arcanas will randomly choose from an equal chance of [A, D, C, D], functionally doubling the odds of a skill from pack D. However, in Special Fusion, only the Arcana of the first two Personas are considered.

Skills Unique to Skill Change
There are three skills that can only be obtained through Skill Change, and do not have Skill Cards: Almighty Amp, Magic Mastery, and Heaven's Blade (Michael and Uriel also learn Heaven's Blade naturally). Of these, Magic Mastery and Heaven's Blade cannot be inherited in fusion. As Heaven's Blade is exclusive to Packs C and D, and Magic Mastery is exclusive to Pack D, this means that certain Personas with fixed fusion recipes lacking the necessary Arcana can never obtain these skills in any way:
- Heaven's Blade cannot be obtained on Kohryu.
- Magic Mastery cannot be obtained on Fortuna, Arsène, Black Frost, Mada, Kohryu, Susano-o, Thanatos, Shiva, or Orpheus Telos.
- Magic Mastery cannot normally be obtained on Pixie unless she is created through a Fusion Accident that used two Personas with Arcana that can produce Magic Mastery. (This is because, while not a Special Fusion, the only normal recipe for Pixie is by fusing Silky and Tam Lin, both of the Lovers Arcana.) However, Personas created in Fusion Accidents must have a base level within 10 levels less than that of the protagonist, so for the level 2 Pixie to be a possible result in a Fusion Accident, the protagonist's level must be 12 or less (thus also making this impossible in Episode Aigis, which begins at level 25).
Skill Ranks
Each skill has a numbered rank from 1 to 9 that generally corresponds to power and rarity (see Skills in Persona 3 Reload). After a Skill Pack is determined, the rank for the resulting skill is determined based on the rank of the skill being changed. Note that:
- If the target rank would be less than 1 (applicable for Rank 1 or 2 skills), the Skill Change is cancelled.
- However, Rank 8 skills have different odds that prevent a target rank of +2 being selected in the first place.
- Rank 9 skills and unique skills cannot change at all, and if they are selected for change, the Skill Change is cancelled.

After the rank of the destination skill is chosen, a random skill is chosen from that rank and the chosen Skill Pack, as shown in the table below. If the Persona already has that skill, the Skill Change is cancelled. (Skills the Persona has yet to learn through leveling up can still be chosen.)

Skill Enhancement
If a Skill Enhancement is selected to happen, the skill will simply change to the pre-determined result in the table below. However, if the protagonist's level is not high enough, or the Persona already knows the resulting skill, the skill will undergo a random Skill Change instead.
