Fusion is a central game mechanic in the Megami Tensei franchise.
Overview
Fusion is the process of combining demons, and in doing so, a new demon is created. A demon created through Fusion is subject to Skill Inheritance, in which skills known by its materials are transfered to it, and may be subject to inheriting other characteristics, such as stats or experience. The inheritance process varies from game to game.
The most common types of fusion are Normal Fusion, Triple Fusion and Special Fusion, though the names may differ per game. Normal Fusion involves two demons, Triple Fusion involves three demons and Special Fusion involves a fixed set of demons in order to create a fixed result. The results of Normal and Triple Fusions are deterministic, generally involving the materials' Race and the average of their base levels, though they are prone to resulting in a Fusion Accident, which will result in a random demon instead.
Certain combinations of demons instead behave like Special Fusions, making a fixed result that would not be fuseable otherwise. One of the most common examples of this is the Normal Fusion of Barong and Rangda, which will disregard all other rules and always result in the creation of Shiva.

Last Bible Special
Fusion is performed using either the skill Comback or via Geber's Laboratory. Beast fusion becomes available either when Mattel learns the Comback skill or when the party reaches Dolurae. Fusion accidents and skill inheritance do not occur, and there are no special mechanics involved in fusion aside from the use of the group system in place of a demon's race.

Fusion in the Persona series is managed by Igor and his assistants in the Velvet Room, though Igor is often absent in spin-offs and fusion is instead entirely handled by his assistants.
Persona 3
The types of fusions available are Normal Fusion, Triangle Fusion and Special Fusion.
Normal Fusion involves two Personas. The resulting Persona's Arcana is determined by the Arcana of the material Personas, though some combinations are incompatible and cannot be fused. Once the Arcana is determined, the resulting Persona will be the first one whose base level is greater than the average of the base levels of the material Personas, unless the materials have the same Arcana, in which case it will instead be the first Persona whose base level is less than the average. The resulting Persona will also never be one that cannot be normally fused or one of the materials.
Triangle Fusion involves three Personas. The resulting Persona's Arcana is determined in two steps: first, the Arcana resulting from the Normal Fusion of the two Personas with lowest current level is determined, then that Arcana is combined with the Arcana of the Persona with the highest current level; this second step is not guaranteed to result in the same Arcana as Normal Fusing them. The resulting Persona will have the final Arcana of that process and will be the first whose base level is greater than the average of the materials' base levels.
Special Fusion functions normally, though recipes requiring more than 4 Personas are unavailable until September 18th.
Persona 3 FES
In The Answer, there are no Special Fusions; all Personas that would normally require a special recipe consisting of more than three Personas can instead be fused with Normal or Triangle Fusion.
Persona 3 Portable
Special Fusions that require Orpheus have two recipes: one using Makoto Yuki's and one using Kotone Shiomi's.
Persona 3 Reload
Persona 4
The protagonist can fuse two - three Personas together and the resulting Persona is based on the levels and Arcana of the materials used. Like in other games, accidents can occur when fusing 2-3 Personas. Maxing out Social Links gives key items that enable fusion of certain higher level Personas. Fusing on certain days grants bonuses depending on what is on the Fusion Forecast. On July 12th, Igor gives the protagonist the ability to fuse four/five/six Personas together as well. Lastly, in New Game+, the protagonist can fuse Izanagi-no-Okami.
Persona 4 Golden
The protagonist can now fuse Aeon and Jester Personas for the new Social Links, and dates on the Fusion Forecast have been moved around.
Persona 5
Typical two-Persona fusion is unlocked in the Velvet Room partway through the first Palace. Fusion results are determined by the Arcana and level of the chosen Personas. The player is able to choose which skills are inherited, though some skills are unique to a particular Persona and some skills are impossible for a given Persona to inherit. For example, a Persona with Ice inheritance type will not be able to inherit Fire magic skills. In Persona 5 Royal, the Trait of a Persona can also be inherited by the fusion result, except for the traits of DLC Persona.
Group fusion of three or more Personas becomes available on reaching the Strength Confidant Rank 5, with recipes unlocking from reaching maximum rank with some Confidants, earning key items in Mementos missions, or progressing through the game. One group fusion result is only available in New Game+. The Velvet Room also eventually unlocks Persona itemization, which can give equipment or skill cards, and Persona strengthening via sacrifice of one Persona to provide experience and randomized inheritance of one of the sacrificed Persona's known skills. Late-game unlocks Network Fusion, which requires connection to the internet and in which once daily a standard fusion may be performed with one of the two Persona being provided by a randomized selection of other players' Personas. This can be a way to obtain skills or Traits not yet available to the player, or which are only obtained through Fusion Accidents or Fusion Alarms.

Fusion in the Devil Survivor series is done via the Cathedral of Shadows app, which allows the fusion of two demons. The resulting demon can inherit any of the appropriate skills from the materials into its empty skill slots and a small portion of their stats as bonus stats. Certain fusion-exclusive demons are tagged as "Unique", meaning the party cannot have more than one of them.
In Devil Survivor 2, the player can earn Add-ons by accumulating a certain amount of Macca Bonuses. These can be used in fusion to strengthen the resulting demon or change the skill inheritance process in different ways.
