Passive is a recurring Attribute in the Megami Tensei franchise.
Overview
Passive skills are skills that do not need to be manually used in order to activate their effects, in contrast with "active skills" which require manual casting in order to function. Passive skills do not have costs and typically serve to enhance the user's capabilities instead of being effective in a vacuum, though they may only activate conditionally.
In most games, active skills and Passive skills share space in a character's skill set. However, some games may implement Passive skills differently, most commonly by separating a character's active skills from their Passive skills. The following section details such special cases.
Mechanics by Game
Shin Megami Tensei IV
Flynn cannot learn Passive skills through Demon Whispers.
Shin Megami Tensei IV: Apocalypse
The only Passive Nanashi can learn is Awakened Power; he cannot learn Passives through other means.
Devil Summoner: Raidou Kuzunoha vs. the Soulless Army
Demons have two Passive skill slots, one of which will always have that demon's inherent Passive skill and another which can only be used through Fusion inheritance.
Devil Summoner: Raidou Kuzunoha vs. King Abaddon
In addition to their active skills, demons have a number of Passive skill slots. For recruited demons, this number is 1. For demons resulting from Fusion, this number is instead equal to the number of Passive slots from the material that had the most, plus one. For instance, fusing two recruited demons will result in a demon with 2 Passive slots, and fusing that demon with a demon that has 1 or 2 slots will create a demon with 3 slots. A demon may have up to 6 Passive slots.
Once a demon's Loyalty is maximized, they will add their Passive to their list of known Passives and add it to a slot if it was not already known. During Fusion, the resulting demon will inherit every known Passive from their materials into their own list and any known Passive can be set immediately after Fusion. Passives cannot be removed from the list, making it possible to create a demon that knows every Passive.
Raidou's weapons may have a Passive ability. These Passives are inherent to each weapon and cannot be transferred during Sword Alchemy.
Devil Survivor series
In the Devil Survivor series, "Passive" is both an Element and one of the four types of skill, along with Command Skills, Auto Skills, and Racial Skills. A unit may have up to 3 Passive skills. Passive skills can be any Element, and aren't necessarily of the Passive one. For example; skills that change resistances or skills that increases the damage a unit deals with a specific Element will be the corresponding Element.
Devil Survivor
Passive skills cannot be changed through the Skill Set Bonus, unlike Command skills. This means that demons will always have their innate Passives, with the only change possible being any additional ones inherited during Fusion.
