Shin Megami Tensei: Strange Journey Redux

Introduced in Redux, Commander Skills are only usable by the protagonist purchased as Apps in the Red Sprite's lab. They do not cost a turn or any MP and offer various effects. There are also Auto Commander Skills, which activate automatically, either randomly or when certain conditions are met.

In Soul Hackers 2, commander skills can be used by any party member.
