Origin
Belial (Hebrew: בְּלִיַּעַל, romanized bəlīyyaʿal) is a Hebrew word meaning "worthlessness". The Bible several times uses the idiom "sons of Belial" to refer to worthless men. In the Second Temple period, Belial (or Beliar) came to be seen as a personal entity, mentioned as a fallen angel in opposition to God in the Dead Sea Scrolls.

Shin Megami Tensei

Belial is the true identity of the Red Count ruling over Roppongi. After the Great Cataclysm, he and Nebiros found Alice's body, and taken by her, resurrected the girl. After introducing themselves to her and becoming her "Uncle Red" and "Uncle Black", they resurrected more people to populate Roppongi so that Alice would have many more friends to play with. After the Hero delivers a Hiranya to her, she will request that he die for her, and seeing that he will not, breaks down in tears. The Red Count, seeing this, transforms into his true form as Belial and attacks the party in order to fulfill Alice's wish. As Belial is invincible, the party is forced to confront him with the Glancing Pot in their possession. He gets sucked into the pot, defeating him, which breaks the illusion placed on Roppongi's undead inhabitants and making Alice fade away. Right after, Yuriko appears and requests that the Hero give her the pot, and should he deny her, she will simply paralyze the party and take it by force anyway.
Later, at the Basilica, after either defeating Lilith should the Hero be on the Law and Neutral routes, or with her simply leaving should he be on the Chaos route, she will drop the Belial Pot, allowing the fusion of the Karyuken.

Shin Megami Tensei V
Majin Tensei
Belial is the Tyrant faced on stage 32. Upon seeing the Protagonist, he proclaims he is foolish for daring to venture into the demon world and orders him to burn to ashes in the flames of hell. After he is defeated however, he immoblizes and teleports the Heroine away as revenge and taunts the Protagonist about it.
Devil Summoner: Raidou Kuzunoha vs. the Soulless Army
After hearing a rumor about a ghost girl haunting telephone booths around the Capital from a patron of the Shin-Sekai Soda Joint, Raidou can bring a Belial in his party to a booth in Tsukudo-Cho to have him answer the phone. After picking up the call, Belial recognizes the voice as she calls him Uncle and mentions that she is considering visiting the Capital. She tells him she will call again and then hangs up.
Later, after hearing the phone ring at a booth in Ginza-Cho, Belial will pick up the call alongside Nebiros and speak with the voice, who identifies herself as Alice. Following this, she will appear, asking them all to die with her, and attack Raidou and his party. Once Alice is defeated, Belial and Nebiros will state their intent to live together with Alice following the end of Raidou's current case, promising to build a home for them in the Capital safe from humans.

Trivia
- In the Mega-CD version of Shin Megami Tensei, a Decarabia NPC in the Basilica reveals that Belial and Nebiros were supposed to have taken over the Basilica, and had they not abandoned the plan in favor of raising Alice, they would have been able to have done it before the Great Flood could have occurred.[1]
