Profile
A tall, dark-skinned man who wears a black suit and rules over Roppongi along with his partner Count Red. Both of them care for and dote on a girl named Alice, who refers to them as her uncles.

Count Black can be found on the lowest floor of Roppongi and will greet the Hero amicably, saying he and Count Red rebuilt the town and put a forcefield around it all for the sake of letting Alice, along with all the other civilians who reside there, live there free from harm and stress.
