This page details the process of fusion in Megami Ibunroku Persona, Persona, and Megami Ibunroku Persona: Ikū no Tō Hen.
Fusion Basics
Personas are created via the fusion of Spell Cards in the Velvet Room. Spell Cards themselves are obtained via negotiation by maxing out a demon's Eager emotion. In all versions of Persona, there is a total of 142 Spell Cards.
The Orders of the demons inscribed on the Spell Cards will determine the Arcana of the resulting Persona, and their levels will determine which Persona it will be according to the following formula:
The resulting Persona will be the one whose level is higher and the closest to the result of the above formula.
Personas up to 10 levels higher than the protagonist can be created, but they can only be equipped by a party member once they reach that level.
Manual Fusion and Guided Fusion
Upon entering the Velvet Room, the player has the choice of selecting either Manual Fusion or Guided Fusion. The latter is not available in Ikū no Tō Hen.
Manual Fusion will present the player with a grid of all combinations of the Spell Cards in their current possession, showcasing the symbols that indicate additional effects that affect the fusion.
Guided Fusion will list all of the Personas that can be created by the Spell Cards in the player's possession. While Guided Fusion makes it easier to select a resulting Persona, it does not show the symbols that indicate additional effects, some of which may be negative such as decreased stats or higher odds of a fusion accident.
The downsides of Guided Fusion are mitigated in the PSP port, which does show the additional effect symbols.
Fusion Colors
Spell Cards belong to one of the four following types: Element, Force, Light, and Dark. Those types are tied to each demon Order; for example, all Divine demons are Light-type and all Grave demons are Force-type.
The types of the Spell Cards used in fusion will also affect the result, and are represented by colors: white, blue, or red.

Fusion Arrows
Fusion results are represented by either a circle or a set of arrows. Those arrows determine whether or not the resulting Persona may inherit a skill from one of the Spell Cards used in fusion. In this case, the sequence in which the cards are selected does matter for the result.
Whether or not a Persona is capable of inheriting a skill depends on the Species to which the Spell Cards used belong. However, even if the fusion conditions allow for skill inheritance, the Persona may not be able to inherit the skill if it's incompatible with it as per inheritance rules.

Items in Fusion
Consumables
Most consumables, when added to fusion, have a "Random" effect. The effects are as follows:

When the third effect is triggered, the Persona will inherit a random skill from a list whose contents change according to the current moon phase. Each spell in the list has an equal chance of being selected. It's also possible for the randomly-selected skill to be of an element incompatible with the Persona as per inheritance rules.

Equipment
When added to fusion, most equipment will increase the result Persona's parameters by a certain amount depending on how powerful the equipment is. The only exception to this are firearms, which have the same random effect as consumables.

Skill Stones
Skill stones are items that are consumed in battle to cast a skill, such as a Maragi Stone can be used to cast the skill Maragi. When used in fusion, skill stones will bestow their skill to the resulting Persona. However, those skills are still subjected to inheritance rules so adding a skill stone to a fusion of a Persona that cannot inherit the skill will cause the item to be consumed with no benefit at all.
Incense
Incense will increase the Persona's equivalent stat by 3. For example, an St Incense will increase the Persona's St by 3.
HP and SP Incenses will increase both Magic Attack and Magic Defense by 10.
Totems
Totems are special items that, when added to a compatible fusion, will change the resulting Persona to a special one. Such Personas cannot be created otherwise.
The majority of Totems will work so long as the original fusion result is a Persona of the same Arcana as the intended one, but a small minority require a special fusion of specific Spell Cards.
Ikū no Tō Hen added a new Totem called Holy Fire, which can be used to re-create Yukino Mayuzumi's initial Persona, Vesta.

Gemstones
When used in fusion, gemstones may change the resulting Persona to a stronger or weaker one of the same Arcana.
All Personas in an Arcana are organized in a list according to their level. Using a gemstone in fusion may change the result of a fusion to the next Persona in the list in either direction. For example, adding an Emerald to a fusion that would result in a Hierophant Persona will change the result to the next strongest Persona, and a Diamond will change to a Persona two stages stronger.
Personas that can only be created via the use of Totems cannot be created via gemstones. If the result of a gemstone fusion were to be one such Persona, the fusion result would not change from the original one. For example, adding an Alexandrite to a fusion that would result in Hermod would not change anything, since otherwise the result would be Varuna, a Persona that can only be created via the use of a Totem.

Skill Inheritance
There are two methods through which a Persona may inherit a skill: from an item added to the fusion, or from one of the Spell Cards used. The latter method may only occur according to the Species of the cards used, however there is a type of fusion accident that allows it to happen to any combination of cards.
Not every skill is inheritable. As a hard rule, no physical skill can be inherited, only certain magic skills. All inheritable skills cost SP when used by enemies, as such the skill Agi is inheritable, while Fire Breath isn't.
Each Persona may only inherit one skill. It will first attempt to inherit a skill from an item, and should that fail it will attempt to inherit a skill from its component cards.
Each demon can have up to three inheritable skills, and a Persona will attempt to learn them in a specific order. If the first skill cannot be inherited as per inheritance rules, the Persona will then attempt to learn the second skill, and so on.
All skills learned in such a way will be learned by the Persona at rank 2. Exclusively in the PSP port, skills learned via adding regular items are visible in the skill list in the fusion result preview screen.

Inheritance Rules
- A Persona cannot inherit a skill it naturally knows.
- Personas of the Fire subtype cannot inherit Ice skills.
- Personas of the Ice subtype cannot inherit Fire skills.
- Personas of the Wind subtype cannot inherit Earth skills.
- Personas of the Earth subtype cannot inherit Wind skills.
- Personas of the Dark type cannot inherit Expel skills.
- Personas of the following Arcanas cannot inherit Curse skills: Priestess, Hierophant, and Judgement (except Satan).
- Personas of the following Arcanas cannot inherit Bless or Miracle skills: Chariot, Justice, Hangedman, Death, Devil, Tower, and Moon.
- Personas of the following Arcanas cannot inherit Death skills: Priestess (except Skuld, Verdandi, Urd, and Hathor) and Judgement (except Satan and Azrael).

Unknown Power
Unknown Powers are special abilities bestowed on a Persona depending on the Order of the second demon used in fusion and the moon phase at the moment of the fusion. There are multiple types of Unknown Power, and they may activate if the following conditions are fulfilled:
- The Persona is at least at rank 6.
- The party member currently equipping the Persona has Best affinity with it.
- The party member's HP is equal or below a certain threshold.
Unknown Powers are not present in Ikū no Tō Hen.

Revival Power
The revival power has a chance of activating when a party member is knocked unconscious from a non-repelled attack.
The party member will immediately revive, and as a result their Persona will return to rank 1 and unlearn all skills except their starting one. However, its stats will remain the same and can be further raised by ranking up again. Although, upon revival the Persona will not be able to rank up again until the battle ends.
The revival power has a fixed 25% chance of activating, and a check is performed each type a character is knocked out. Therefore, if a character is knocked out multiple times in battle, they have multiple chances of triggering the effect.

Attack Power
The attack power is automatically given to a group of seven Personas, regardless of their fusion conditions. Even if the conditions of their fusions allow a different Unknown Power, they will retain the attack power instead.
The affected Personas are: Durga, Susano-o, Hokuto Seikun, Bishamonten, Lucifer, Satan, and Illuyanka.
Upon activation, at the end of the turn, the Persona will deal a fixed amount of 999 non-elemental damage to all enemies.
