The TV World is first visited on April 14th from the large screen TV in the Junes electronics department. It becomes a reoccurring location as the Investigation Team see people on the Midnight Channel and then go into the TV World to rescue them.
Once inside the TV World, the Investigation Team can summon their Personas to fight against Shadows. Typically, Shadows only sense danger from Persona users and are only aggressive to them while leaving non-Persona users alone, hence why the victims who are dropped into the TV World can survive on their own for so long. However, as explained throughout the game first by Teddie and later Ameno-sagiri, the weather in the real world and the TV World is opposite: When the weather is foggy in the real world, then it becomes clear in the TV World. If the protagonist can also identify who gave him his powers, then the team will gain access to Yomotsu Hirasaka and the true ending.
