Igor is a recurring character of the Persona series. He is the appointed master of the Velvet Room and with the help of his assistants, assists his guests with completing their journey.

Igor's name is inspired by adaptations of the the Mary Shelley novel Frankenstein, being a literal "servant of Philemon. While never appearing in the novel itself, a character named Igor appears in some adaptations as an assistant of Frankenstein. As such, his assistants are all named after characters in the novel.
Much is unknown about Igor, besides the fact he was appointed by Philemon to be the master of the Velvet Room.Persona
It is implied that Igor "raises" the assistants when they were young, although they never refer to him as a explicit relative.Persona 4 Arena
In the first two Persona games, Igor would have Nameless, Belladonna, and the Demon Painter in the Velvet Room with him, who also assist the main characters in Persona-related actions. In later Persona games, Igor will instead have one or more assistants that will help him, thought it is implied in Persona 3 side media that Nameless and Belladonna are still present, explaining why Aria of the Soul still plays in later games.
While Igor will provide assistance with Personas, he will usually be cryptic in his explicit foreshadowing. In Persona 3 and onward, he will usually talk about the current events in metaphors relating to the themes of the game, such as referring to the progress the Investigation Team makes in Persona 4 in the vein of the limousine of the Velvet Room going on an journey and/or having it's destination be "obscured by fog". Igor is first meet upon the protagonist's first arrival into the velvet room, alongside Nameless and Belladonna. He uses a phone made out of bone to call Personas from "the depths of the soul".

Igor first appears to the alongside Elizabeth upon sleeping for the first time in the game, stating to the Protagonist that they have signed a contract accepting "all responsibilities for [their] actions", which they realize was the contract the "mysterious boy" told them to sign.

Persona 4 Arena Ultimax
A while before the events of the game starts proper, a unnamed person is implied to have denied the Velvet Room's contract. Igor then informs them that they must leave if they refuse to be bound by a contract.
Persona 5

An unknown time before the events of Persona 5, the false god Yaldabaoth manages to capture the Velvet Room, Igor, and Lavenza. They corrupt the Velvet Room into a prison and placed it in Mementos, and split Lavenza into Caroline and Justine, the "Twin Wardens". Before being incapacitated, Igor uses his power to create Morgana, but was unable to imbue to them their true purpose.
After Joker fails to defeat the Holy Grail, and fuse Caroline and Justine back into Lavenza, the false "Warden" Igor reveals themselves to be Yaldabaoth, and Igor returns to the Velvet Room. He then explains the rest to the other Phantom Thieves after Joker finds them in the reaches of the Velvet Room's prison, and urges them to go forward to defeat Yaldabaoth, who has merged Mementos with the real world.
After defeating Yaldabaoth and saying their final goodbyes, Igor then reappears and grants Joker the World Arcana to symbolize his success, before him, the Velvet Room, and Lavenza disappear.
Similar to his imposter, Igor does not do any fusions in this game, instead letting Lavenza perform all fusion actions instead.
Persona 5 Royal
In the third semester content, Igor returns after Joker and the Phantom Thieves defeat Cendrillon alongside the reformed Lavenza. Igor says some small phases, while Lavenza explains that the Prison aesthetic returns due to now being trapped in a new plot.
While he is now in the place of Yaldabaoth, Lavenza still perform all fusion actions, like the base game.
