Gotou, full name Kimio Gotou in Shin Megami Tensei: Devil Summoner, is a character in the Shin Megami Tensei series.

Origin
Gotou was inspired by the Japanese author Yukio Mishima.
Design
The PlayStation version of Shin Megami Tensei had an all-new artwork of Gotou in his Self-Defense Forces uniform. His rank insignia is visible, signifying that he is an ittō rikusa[a], which is equivalent to a colonel in the American military.

The Japanese Self-Defense Force general. He came into contact with demons through the Terminal system. It was thus that he learned of God's plan for the Millennium Kingdom, spurring his rebellion.

Game Appearances
Before the start of the game, Gotou comes into contact with the Terminal systems and through its connection to the Expanse he begins to summon demons en masse in order to combat the Americans occupying Tokyo and restore the old gods to their former glory. He uses the demons to erect a barrier around Tokyo, and starts a successful coup d'état to take control of the JSDF, after which he imposes a state of martial law on the city. He also orders the JSDF, along with his subordinate Yuriko, to capture and detain any female that shares the name of the leader of the Resistance, as they are getting in the way of his efforts in fighting the American troops and the only information they have of her is her name. When the protagonist finally confronts him in Camp Ichigaya, he reveals the secret conspiracy he is trying to prevent: The Tokyo Annihilation Project. It is a plan by the God of Law to use the Americans' nuclear weapons to eradicate japan, all with the ultimate goal of creating the Millenium Kingdom, a world of peace that only the few chosen by God will be allowed to live in.
Gotou pleads with the protagonist to join him in his mission and requests he confront the American Ambassador Thorman at the Embassy in order stop any nuclear warheads from being launched at the city. Should his pleas be refused, Gotou will engage him in battle, only to perish. If the request is accepted however, Gotou offers his sincere gratitude and sends the protagonist on his way, though his fate will remain the same, as his fears become a reality when the protagonist fails to stop ICBMs from launching at Tokyo, dying as a result of the impact.
After Gotou's death, Ozawa takes over Gotou's territory in Shinjuku by defeating the local yakuza.

Visionaries
Gotou is featured in two Visionary cutscenes in the Game Boy Advance and iOS versions of the game.
In "SDF Unit Pin", Gotou relieves the JSDF Chief of Staff of their command by force.
In "Megaphone", Gotou makes a speech to the coup forces about his ideals.
Gotou's soul can be found within the Makai's Chesed Temple as one of the many individuals being granted salvation by Vairocana. He still regrets that all of his hard work toward his dream was shattered by two youths.[3]
Inside the Ring of Gaea base, there is a statue dedicated to Gotou, honoring his work to spread the word of Gaea and his opposition to ambassador Thorman.[4][5]
Gotou is referenced on the news as being arrested for stockpiling a large amount of weapons and confessing that he intended to take an action for change. The police are considering conducting a psychiatric evaluation on Gotou due to multiple testimonies mentioning his actions being weird as of late. His full name is revealed to be "Kimio Gotou".[6]
