Tokyo is the capital city of Japan and serves as the primary setting of Persona 5, Persona 5 Royal, and Persona 5: The Phantom X. The protagonist navigates daily life by traveling via the Tokyo Subway. While initially limited in scope to three locations, a total of twenty-three locations in Persona 5 and twenty-five locations in Persona 5 Royal can be unlocked via plot progression, ranking up Confidants, or reading books.

A commuter pass provides free travel between Yongen-Jaya, Shibuya, and Aoyama-Itchome, which are the initial three explorable locations. Other locations must be unlocked via game progression and require purchasing a ticket to travel there, which is typically a few hundred yen in each direction. If the protagonist's wallet is empty, only travel along the commuter pass route is possible.

Once a location has been added to the map, it is possible to fast travel between explorable locations as well as many sub-areas within Shibuya, Yongen-Jaya, Shinjuku, Kichijoji, and Akihabara. Nine locations can be visited anytime to explore or shop once they have been revealed, while most other locations are available only during plot events or by taking a Confidant to hang out together. These locations are grayed out on the map when the conditions to visit are not met.

While Persona 5 Royal includes all locations from Persona 5, the hangout locations of Shinagawa and Nakano and the explorable area of Kichijoji are exclusive to the expansion.

Yongen-Jaya

Main article: Yongen-Jaya

Yongen-Jaya is the new home of the protagonist and includes a medical clinic, movie theater, and several shops. Many NPCs around the backstreets or in Café Leblanc can be interacted with, which provides commentary on recent game plot events or foreshadowing of others.

Shibuya

Main article: Shibuya (Persona 5)

Shibuya is the transfer point between home and school, with numerous Confidants, shops, daily activities, and several locations in the Metaverse. A number of sub-areas can be explored around the Shibuya station, and the Velvet Room can be first accessed from Shibuya's Central St. A number of NPCs around Shibuya can be eavesdropped on or interacted with for brief conversations related to game events.

Aoyama-Itchome

Main article: Shujin Academy

Primarily a commercial area, Shujin Academy is situated close to the Aoyama-Itchome station between a number of high-rise buildings and businesses. Beyond the train station exit and a vending machine on the path to school, Shujin Academy is the only location of note. It is host to several vending machines, a small food store, multiple Confidants, and the first Palace. Many NPCs in the school have conversations that change over the course of game plot events.

Shinjuku

Main article: Shinjuku (Persona 5)

Heavily geared toward entertainment, the explorable section of Shinjuku is in the Red-Light District and includes a Movie Theater and the Crossroads Bar. Multiple Confidants and a few specialty shops can be found in the evenings, but the area is much quieter in the afternoons. Several NPCs have changing dialogue over the course of the game with commentary on ongoing events.

Akihabara

Main article: Akihabara (Persona 5)

Akihabara is a nexus for electronics and otaku-focused merchandise, unlocked on August 31st with the plot-event establishment of the Hermit Confidant. Several shops, a maid café, and an arcade can be found there. The Moon Confidant will move to Akihabara from Shinjuku shortly after Akihabara is unlocked.

Ichigaya

The fishing spot in Ichigaya becomes available via reading Fishpond Spotter or accepting Ryuji Sakamoto's hangout invitation on July 6thPersona 5

. The fishing minigame passes time but offers rewards that include rare items.

Kanda Church

Main article: Kanda Church (Persona 5)

Kanda Church is unlocked on the third evening after Kaneshiro's Palace is cleared, when Yusuke texts his teammates to the effect that his classmate Hifumi Togo studies Shogi there. It is a single-area location that hosts the Star Confidant, a confession booth that allows party members to relearn old skills, and a 'donation rewards' shop that is available on Sundays. A rank-up for the Emperor Confidant also occurs here.

Jinbocho

Jinbocho book town is unlocked as a hangout spot after the Star Confidant reaches rank 4, by IM invitation from Makoto Niijima on August 15, or by reading Musty Pages available from the Shibuya bookstore on September 1. It has a rare book shop with many books that provide higher Social Stats boosts.

Inokashira Park

Inokashira Park is the only area of Kichijoji accessible in Persona 5. A natural hideaway from the big city, the park has a lake with rowboats and many walking paths through forested areas. Several rank-ups for the Lovers Confidant and one for the Emperor Confidant occur here. In Persona 5 Royal, a scene introducing Kasumi Yoshizawa also occurs in the park. One of the protagonist's room decorations can be obtained via a Hanged Man hangout here.

Akasaka Mitsuke

Akasaka Mitsuke is unlocked during a social studies field trip from Shujin Academy to a TV Station in June. At the TV station, a chance encounter unlocks the Justice Confidant

Asakusa-Oshiage

Asakusa-Oshiage becomes available as a hangout spot after the Lovers Confidant reaches Rank 7, or after reading Shitamachi Reborn. It is possible to visit either Nakamise Street or the Skytree Tower, depending on the Confidant or the time of day.

Chinatown

Chinatown is unlocked via reading Chinese Sweets, which is a reward from a Mementos request that becomes available on June 6th. This Chinatown is located south of Tokyo in Yokohama, via the Motomachi-Chūkagai station. The Priestess Confidant can be brought for a hangout to obtain a room decoration.

Ginza

Ginza has an upscale sushi restaurant where the Phantom Thieves celebrate defeating their third target, as well as being a hangout spot for several Confidants including the Devil Confidant. A rank-up for the Emperor Confidant occurs here.

Harajuku

Harajuku is a popular shopping and hangout spot. A group hangout can occur with Ann Takamaki, Ryuji Sakamoto, and Yuuki Mishima on May 29th if the IM invitation is accepted on May 28th. One of the protagonist's room decorations can be obtained via a Lovers Confidant hangout here.

Ikebukuro

The Planetarium in Ikebukuro is a hangout spot that can be unlocked via IM invitation from Makoto Niijima on July 30th if the Palace has already been cleared, or via reading Night Skies once it becomes available in the Shibuya bookstore on September 1st. One of the protagonist's room decorations can be obtained via an Emperor hangout here.

Meiji Shrine

Meiji Shrine is unlocked via reading Tokyo Shrines or by an invitation hangout on August 6th if the Pyramid Palace has been cleared. It doubles as a hangout spot and a place to grow closer with Confidants even if they are unavailable that day. In the daytime, the shrine can be visited and an offering given to pray with a friend in mind. After, points toward the chosen Confidant are received based on how much was offered. The shrine is not available in the evenings.

Nagatacho is the location of the Diet Building, unlocked when the Phantom Thieves begin their infiltration of Shido's Palace.

Odaiba

Odaiba Seaside Park is a hangout location in Persona 5 and Persona 5 Royal. In Persona 5 Royal, the location is expanded with many scenes and the additional Palace content in 3rd semester.

Ogikubo

Ogikubo is unlocked via the Chariot Confidant and hosts a Ramen shop that acts as a hangout spot. One of the protagonist's room decorations can be obtained via a Chariot hangout here.

Roppongi

Roppongi is the location of Okumura Foods' headquarters, unlocked when the Phantom Thieves begin their infiltration of Okumura's Palace.

Shinagawa

Shinagawa has a hotel with an aquarium inside, which is the hangout destination in Persona 5 Royal. The location unlocks with an invitation from the Justice Confidant late on July 28th for a daytime hangout on July 29th. Alternately, the location can be unlocked by reading Aquarium-a-Day. The aquarium is also the location of an evening excursion with Caroline and Justine.
