Design
Soejima designed Sukuna-Hikona with the Issun-bōshi fairytale in mind as the latter is said to be based on the former. The small size was an emphasis, as Naoto and Issun-bōshi both show how one can play a large role despite being so small. Similar to Naoto, Soejima gave Sukuna-Hikona an outfit that makes him look like a young boy detective in a retro anime. Specifically, the kind of immature character who gets captured and brought to the enemy's secret hideout, but plays a role in defeating the bad guys.[1] Soejima wanted to make Sukuna-Hikona even smaller, but the staff refused as no one would be able to see him unless they made a special camera.[2]
Gameplay
In Persona 4, Naoto starts with Sukuna-Hikona. It transfigures into Yamato Takeru upon maxing Naoto's Social Link.
In Golden, Naoto starts with Sukuna-Hikona. It transfigures into Yamato Takeru upon maxing Naoto's Social Link and can further transfigure into Yamato Sumeragi during winter.

In addition to assisting Oukuninushi in creating the land of Izumo, this tiny god was one of the founders of medicine. He first arrived in the land in a small boat made of a pea pod, wearing the skin of a goose. He continued to help rule over the land of Izumo until the arrival of Ninigi, Amaterasu's grandson.
