Origin

Powers are one of the ranks in the hierarchy of angels according to Pseudo-Dionysius in On the Celestial Hierarchy. The name is derived from Ephesians 1:21, which mentions that God is far above all principality, power, might, and dominion; and from Colossians 1:16, which mentions that God is the creator of thrones, dominions, principalities, and powers. The term itself is a translation of the Greek ἐξουσία (exousía), meaning "power; authority [to do something]". Within the Catholic Church, powers are called potestates, a Latin word meaning "power; ability".

Isidore of Seville claims that powers earned their name because "evil spirits are restrained by their power (...) so that they may not do as much harm in the world as they wish."
