The Fog
The Fog is a phenomenon occurring in Persona 4 and Persona 4 Golden.
Profile
The fog weather has been a recurring phenomena in Inaba for the past few years and been a focus of health concerns.[1] According to a TV show watched by Yasogami High's teacher Mr. Kondo, Inaba gets covered in fog every 50 years.[2][3]
In the narrative, the fog is used as a metaphor for the truth being obscured.[4]
Mechanics by Game
Persona 4
After a few days of rain, the fog will settle in Inaba. For the Investigation Team, this represents a deadline to rescue the person currently inside of the TV World. The weather forecast for the week can be seen on the TVs at the Dojima Residence and also by talking in the food court at Junes. If the group fails to save someone, then a party member will call the protagonist and let him know the victim was found dead in the Central Shopping District. After, Igor will offer to rewind time and give the group another chance.
From November 21st until the Investigation Team finds the culprit, the Weather every day will be foggy weather, but this has no effect on gameplay or Social Link availability and it is similar to good weather.
Game Appearances
Persona 4
The protagonist, Chie Satonaka and Yosuke Hanamura are first introduced to the fog when they enter the TV World on April 14th. When the protagonist and Yosuke return, Teddie tells them that someone has been messing up the TV World, and it has become dangerous there. The two boys agree to help Teddie, and he gives them special glasses to see through the fog. From what Teddie knows and what the protagonist and Yosuke observe, the three piece together that victims are thrown into the TV World, then die as a result of being stuck in the TV still when it becomes foggy in the real world. This is due to the weather in the real world and TV World being opposite: When it's foggy in reality, it becomes clear inside the TV, this causes the Shadows to enrage, and then they attack people. The fog usually sets after multiple consecutive days of rain, and the Investigation Team forms to rescue victims from the TV before these foggy weather deadlines.

Starting November 21st, Inaba becomes filled with fog day after day after the newspapers publish stories about Taro Namatame being the murderer. On December 3rd, the Investigation Team discovers that it's the same fog that is inside the TV, and they are able to use their glasses to see clearly in the real world. When they realize that Tohru Adachi is the culprit behind the first two murders, he escapes into the TV World. When the group enters the TV again, they find the fog inside the TV has gotten thicker, and learn of Adachi's desire to merge the real world with the TV World. After defeating Adachi, a being called Ameno-sagiri possesses Adachi's body. It is responsible for filling Inaba with fog, and believes that's what mankind desires, reflecting their wish not to see the truth. By proving their power to Ame, it agrees to remove the fog from Inaba, and the Investigation Team finally sees the clear sky when they head outside to the shopping district. However, this does not clear the fog from within the TV World. On March 20th, Teddie expresses his concern that someone will try to misuse the TV World again. The protagonist goes on to discover that Izanami is the true mastermind behind the past year's events, giving the protagonist, Adachi, and Namatame the power to enter the TV. Izanami believes that nothing good comes from knowing the truth and that people should live in ignorance amongst the fog. By defeating her, the fog also lifts from the TV World, and the Investigation Team sees a beautiful landscape.

Persona 4 Golden

The new character, Marie, is revealed to be a part of Izanami alongside Kunino-sagiri and Ameno-sagiri. Marie's role was to spy on humans and determine what their wish was, which led to Inaba being covered in fog. After the Investigation Team defeated Ame, she absorbed the fog and went to the Hollow Forest. She tells the Investigation Team to leave her be, as once the fog takes over her mind, then she, the fog, and the Hollow Forest will all disappear. And with the fog gone, the people in Inaba won't be in danger anymore.
