Weather was first introduced as a mechanic in Persona 4. Some activities are only available during good weather, while doing things during bad weather might give bonuses.
In Persona 4, the 4 types of weather are sunny, cloudy, rain, and thunder. The weather in Inaba ties into the plot with the TV World and also the Calendar system. All dungeon deadlines are based on when there will be fog in Inaba. The protagonist can check the weather forecast by using the TV at the Dojima Residence. Sunny and cloudy weather are considered good weather, while rain and thunder are considered poor weather. While some activities will be unavailable on days with poor weather, other activities such as the beef bowl challenge at Aiya are only available on rainy days. Additionally, there are various Shadows with rain in their name that only spawn in the TV World when it is raining in reality.
At the end of November, the weather turns foggy due to events in the story, but the foggy weather counts as normal weather. The exception to this is that the rarer fish that have increased rates during rain will also increased rates during fog.
Golden adds snow as a new type of weather during the December to February portion of the game. Both the fog at the end of the of November and the new snowy weather count as good weather and the player will be able to do regular activities, with two things to note: While it is snowing, the protagonist will be unable to catch bugs at the shrine or plant vegetables in the garden, but can now get bugs from the snow pile on top of the garden. Additionally, the rarer fish that have increased rates during rain will also increased rates during both fog and snow, and Shiroku Store will always have a discount during snow.
