The Four Heavenly Kings are a group in the Megami Tensei franchise.
Profile
The Four Heavenly Kings are a group of four Buddhist devas that reside over the cardinal directions: Bishamonten represents the North, Zouchouten represents the South, Jikokuten represents the East, and Koumokuten represents the West. In the Shin Megami Tensei series, they are dedicated to protecting the city of Tokyo in service of Masakado.

Shin Megami Tensei
The Four Devas are located in Devas' Halls situated across Tokyo. Their rooms can only be accessed after the Gate Orb is obtained from defeating the demon summoner in Shinagawa.
Once the Basilica is reached, the Hero is asked to deal with them in different ways depending on his alignment. If the Hero is on the Law route, he is asked to defeat them as they are in God's way. If the Hero is on the Neutral route he is asked to defeat them in order to test his strength, and if he is on the Chaos route he is asked to recruit them

The Four Devas appear as bosses in the Neutral route exclusive Challenge Quest Tokyo Cosmos. Each of the Four Devas appear scattered across Tokyo in regions corresponding to the directions that they represent. Bishamonten appears to the North in Ikebukuro, Koumokuten appears to the West in Shinjuku, Zouchouten appears to the South in Tennozu and Jikokuten appears to the East in Toyosu. All Four Devas must be defeated in order to progress the Neutral route.

The Four Heavenly Kings appear as Punishing Foes across all four areas of Da'at. After completing The Ancient Guardian, the Four Heavenly Kings will become interactable NPCs and respawn if they had been defeated previously. Speaking with each of them will give you a subquest to defeat them: Keeper of the North for Bishamonten, Keeper of the West for Koumokuten, Keeper of the South for Zouchouten and Keeper of the East for Jikokuten.

As Da'at: Chiyoda Ward is absent from the Canon of Vengeance, the Four Heavenly Kings' questline is no longer possible. However, completing all four subquests in the Canon of Creation now leads into the Guardian of Tokyo subquest. Additionally, after defeating Bishamonten as a Punishing Foe, he will drop the Heavenly Kings Periapt, allowing for use of the Magatsuhi Skill Four Heavenly Edicts when all four of the Heavenly Kings are in the Nahobino's party.
Majin Tensei
If the Protagonist agrees to allow Captain Minami to join him on his journey early on in the game, the Heavenly Kings will appear to him at later points in the game as recruitable allies.
Devil Survivor
The Four Devas maintain the barrier separating the human world from the demon world. Prior to the start of the game, the Shomonkai defated Jikoku so that they could use COMPs to summon and control demons.
The remaining Devas are bosses on the last day of all but Yuzu's route. In order to confront Belberith and summon Babel, the Protagonist has to remove the barrier between the two worlds by defeating the remaining Devas. The party first confronts and defeats the Guardian of the North, Bishamon, at Eikokuji in Ikebukuro. After defeating him they head to Sengakuji in Shinagawa where they are ambushed by the two remaining Devas, Zouchou and Koumoku.
Devil Survivor: Overclocked
On the 8th day of Yuzu's route, the party can find the three remaining Devas conversing at Eikokuji, trying to figure out how to repair the damaged barrier. The party will offer to help the Devas and are tasked with finding the Artifact Sword, a blade imbued with Jikoku's power which was taken by the Shomonkai when they defeated him.
