While this lump of bodies has multiple heads, their brains cannot distinguish between their own will and the will of the others, so they are essentially a singular entity. Being both an individual and a whole is a frightening concept, even for a zombie. Perhaps they too are victims, trying to escape the pain and chaos they have found themselves in.
