Tsukuyomi is the true identity of Hayao Koshimizu in Shin Megami Tensei V. He is the leader of Bethel Japan.

Tsukuyomi is the true identity of Hayao Koshimizu, having taken control of the Japanese branch of Bethel after the disappearance of his sister Amaterasu. He inhabits the body of a logistic type Proto-fiend and disguises himself as a human in order to guide Japan as its Prime Minister.

His ideal world is one ruled by many gods, though not in the abscence of all order. He shares his perspective with his Knowledge, Yuzuru Atsuta.

Despite being an artificial being, he has an understanding the human soul, which inspires him to serve his people, and cares for those he sees as family, especially the protagonist and Yuzuru Atsuta, who hold the Knowledge of members of the Amatsukami. During the Canon of Vengeance, when Aogami is presumed dead and he becomes a Nahobino with the protagonist, he seeks to protect him faithfully as his brother did, despite no longer having the Knowledge to make his vision come to fruition.

Shin Megami Tensei V: Vengeance

Tsukuyomi fuses with the protagonist following the Qadištu fight in Shinjuku. During this period, after reaching certain points in the story, they can speak to the Head Researcher at the Tokyo Diet Building to acquire Tsukuyomi Essences. They contain Tsukuyomi's resistances and Nahobino-exclusive skills. After acquiring one, they can be purchased at Cadaver's Hollow.

According to the Kojiki and Nihon Shoki, he was born from Izanagi, and is younger brother to Amaterasu as well as older brother to Susano-o.

Upon fusing with Yuzuru Atsuta and reassimilating his lost Knowledge, he thus assumed his original Nahobino form.
