Mechanics

As a multi-hit skill, Lunar Hurricane has a "minimum hits" value and a "maximum hits" value. Uniquely to Lunar Hurricane, both values are equal to $3\cdot \frac{{\text{Agility}}_{\text{User}}}{{\text{Agility}}_{\text{Target}}}$, rounded down and clamped to a minimum of 3 and a maximum of 9.

As Omagatoki: Dance sets a multi-hit skill's minimum hits value to be equal to its maximum hits, it does not affect Lunar Hurricane. Pandemonic Feast increments a skill's maximum hits, so it does affect Lunar Hurricane.
