Social Link
In Persona 4 Golden, Marie is the Aeon Social Link. You can begin her Social Link as early as April 18th. Upon maxing out Marie's Social Link, she gives the protagonist her Old Bamboo Comb that enables fusion of Kaguya.
Availability
Generally speaking, Marie will usually be available during the day on most Wednesdays and Sundays, sometimes Saturdays, infrequently on other days of the week, plus every playable day in December. Her exact availability is as follows:

Speak to her outside the Velvet Room in the Central Shopping District. If she is inside the Velvet Room, select "Speak to dwellers" and talk to her and she will come out.
Marie's Social Link also has a deadline. The player has until clearing Magatsu Inaba to max her Social Link.

Hollow Forest and Valentines
The player must max her Social Link before clearing Magatsu Inaba in order to unlock the Hollow Forest dungeon and the Golden epilogue. On January 2nd, speak to Margaret in the Velvet Room and express concern over Marie's whereabouts. This will make Margaret look for her, then contact the player during the skiing trip on February 13th.
After, if the protagonist formed a romance with Marie, she will stop by on Valentine's even if the protagonist has another girlfriend he spent the afternoon timeslot with.
Stats
During the Hollow Forest dungeon, Marie is fought as a boss.
