Velvet Room is a recurring location in the Persona series. The room is a place that exists between dream and reality, mind and matter, and that only those who are bound by a contract can enter.[a]

It is typically hosted by Igor, along with one or more "Velvet Attendants." The characters serving as the attendants vary by game.

The Velvet Room serves as a place to fuse Personas, acting similarly to the Cathedral of Shadows in the Shin Megami Tensei series. Like the Cathedral of Shadows, the player cannot fuse Personas that are of a higher level than the protagonist's currnet level, although this restriction can be circumvented in Persona 5 by paying a fee, after reaching max rank with the Strength Confidant.

All party members that wield a Persona in the first three entries are able to fuse new Personas. However--only the protagonist, dubbed a "wild card", is able to do so in Persona 3, Persona 4, and Persona 5. Many games also include a Compendium, which allows the player to register Personas as well as later summon them at any time (at a fee).

Megami Ibunroku Persona‎

The velvet room is a room found in places like the mall. The walls have deep blue curtains, the floors have a blue zig zag pattern. Nameless and Belladonna are seen with a piano playing Aria of the Soul. Later games have the theme play without an in universe musician playing. Unlike the games from Persona 3 onward, the whole party enters the velvet room and participates in fusion. Fusion is performed with the personas physically appearing, a giant tent lowering down onto both of them, commotion happens inside and the tent moves back up to reveal the new persona

The velvet room appears as an elevator operation room. Igor sits on a lush blue couch with a rounded table in front of him with a blue table cloth. Standing at his side at all times is the velvet room attendant Elizabeth. She wears an operator uniform. This game and Persona 4 presented fusion as the two cards magically fusing. In The Answer from Persona 3 FES, Aigis, as the protagonist enters the velvet room as its guest.

Persona 4

The velvet room appears as a lavish blue limousine. Margaret is the attendant.

Persona 5

The room here appears as a prison with Caroline and Justine as prison guards. Shadow fusion is performed via an execution with guillotines.

Persona Q: Shadow of the Labyrinth‎

In this game, Igor is not present. Depending on the player's route, Elizabeth or Margaret takes care of fusing, while Marie takes care of StreetPass features.

Persona Q2: New Cinema Labyrinth‎

Persona 5 Tactica

As in other spin-offs, Igor is not present in the Velvet Room. Lavenza takes care of fusing Sub-Personas for the player's team. In addition, the player can sell unused guns as well as perform weapon fusion.
