Remiel is an Archangel mentioned in 2 Baruch, and in the Book of Enoch 20:8, where he is listed among the seven Holy Angels, described as "[the one] whom God set over those who rise".[1]
Remiel is often conflated with Ramiel, or Ramuel, another Angel mentioned in the Book of Enoch, as one of the 20 fallen Angels cast out of heaven after taking human wives and sharing forbidden knowledge with them.[2] This confusion is likely responsible for Remiel being named Ramiel in Shin Megami Tensei II and Shin Megami Tensei if....
One of the seven archangels serving God. His duty is to spread their instructions.
The words he conveys appear as visions to people. On the day of judgement, he knows which souls will be saved and which souls will be destroyed. His duty is to guide the souls that will be saved.

Remiel is first mentioned on the fourth day, when the party encounters a mysterious woman in Roppongi talking about how the government should use the Final Option. When asked for an explanation, the woman says that both the Japanese government and Remiel are being too lenient, and that humanity should be forsaken.
While Remiel does not directly appear on any version of the 8th day, he is mentioned on all three routes:
On Yuzu's route, Naoya mentions in an email that Jezebel escaped to the demon world before Remiel could finish the demon off.
On Amane's route, she will pass on information Remiel told her before he left.
If the Protagonist is on the Warlord path of the Naoya/Kaido 8th day, he can ask Amane what happened to Remiel when she joins the party. Amane tells them that the angel vanished from her mind the previous night, and Naoya comments that Remiel fled after the birth of a human overlord. Later, after Metatron reiterates that mankind must kill the overlord in order to avoid the Lord's judgement, the party realizes that the angels plan to use God's Thunder. Naoya explains that Remiel and Metatron are both angels tasked with observing humanity, and that Remiel is the one in control of God's Thunder and has the authority to use it.[3] He realizes that the actual reason Remiel left is because the angels are desperate and plan to destroy the world to prevent the rise of the overlord.[4]
