The Navigator is a recurring party role in the Persona series.
Overview
Navigators are characters in the Persona series from the 3rd game onwards that are not playable but instead have skills broadly beneficial to all party members. They also have voice over lines where they offer advice and point out things like when party members get hit with status ailments. In the story, they navigate and sense enemies to inform the rest of the party.
Before the navigator joins, navigation is often done by another character who is not specialized in it, so when the navigator joins the party two characters become playable at once, with the exception of Persona 5.
Mechanics by Game
Persona 3
In Persona 3, FES, and Portable, S.E.E.S.'s first navigator is Mitsuru Kirijo who teaches the protagonist the basics of battle. After June, Fuuka Yamagishi takes over as the team's navigator while Mitsuru joins the group in battles. Fuuka comes with skills that help analyze enemy weaknesses. Aside from assisting the team in the Tartarus, Fuuka also locates the boss Shadows around Iwatodai during the full moon operations.
Fuuka's battle support abilities can be found on her gameplay page. She also has an ability called Oracle that can be used during battles.
Persona 3 Reload
Reload gives Fuuka new tools to support the party. In addition to the skills she had in Persona 3, she also has new skills for exploring Tartarus, such as Shock Noise which can inflict Distress on enemy Shadows. Her Oracle ability was revamped into her Theurgy skill and it no longer can inflict negative effects on the party.

Persona 4
The Investigation Team's first navigator is Teddie who helps with the tutorial fight and gives the team glasses to see through the fog. After Marukyu Striptease, Rise Kujikawa takes over as the team's navigator while Teddie gains a Persona of his own and becomes a playable character. In addition to helping with battles, the navigators also help locate victims in the TV World which requires the protagonist to first gather clues about them around Inaba.

Persona 4 Golden
Rise's abilities get enhanced further in Golden. She can pop into the team's All-Out Attacks, increasing the overall damage done. Taking her on scooter rides increases the damage buff. She also gets upgrades to Healing Wave and Relaxing Wave, allowing her to restore more of the party's HP and SP.

There is an achievement for hearing 250 of her navigator lines called "Hardcore Risette Fan".

Persona 4 Arena Ultimax
Navigators return again in Ultimax. More characters can be unlocked as navigators by completing all four of their Risky Score Attacks. The navigator will point out things such as when you are getting hit or when the situation is to your advantage. They will also comment about your opponents, and sometimes they will show an attitude about having to be the navigator for a character they might not get along with in the story.
In Golden Arena Mode, navigators either have skills that can be used once per match, or passive benefits for the player.
