The Phantom Thieves of Hearts, also known as just the Phantom Thieves, are a group formed in Persona 5. In the game, the player is given the opportunity to name the group after changing Kamoshida's heart, and the default name is The Phantoms.

Their first major target is Suguru Kamoshida, a corrupt volleyball coach using his fame a notoriety to abuse students. After accidentally entering Kamoshida's palace, Ren Amamiya and Ryuji Sakamoto meet Morgana and decide to change Kamoshida's heart by stealing his desires. Following the suicide attempt of Shiho Suzui, Ann Takamaki joins the group. Upon reaching his treasure, Ryuji sends out the first calling card by posting it around Shujin. The following day, they successfully take Kamoshida's desires leading to his confession. After the confession, The group celebrate at a high class restaurant where they were officially form the Phantom Thieves of Hearts. Shortly after this, Yuuki Mishima created the Phantom Aficionado Website, where people could make requests to the phantom thieves of to change more hearts.

The group's second target is Ichiryusai Madarame, an artist who was taking credit for the work of his students. They first take notice of Madarame after he is mentioned by a shadow in Mementos and shortly after , meet Yusuke Kitagawa, one of his students. As they explore his palace, they are eventually joined by Yosuke after he discovers his teacher's true nature. Upon reaching the treasure, Yosuke creates the calling card and posts copies of it all around Madarame's art exhibition, After successfully stealing Madarame's desires, he makes a public confession on national television, getting national attention for the phantom thieves.

The group's third major target is Junya Kaneshiro, a local mob boss blackmailing highschoolers into becoming drug mules. Makoto Niijima, having been directed to investigate the phantom thieves by Kobayakawa, discovers the identity of the thieves and attempt to use this knowledge to blackmail them into showing her their abilities. However, this attempt ends in Kaneshiro taking a picture of Makoto and the thieves inside his adult club and threatening to send the pictures to their school unless they paid him. This event encourages Makoto into joining the thieves as they steal Kaneshirou's desires. After reaching his treasure, the group posts calling cards all around Shibuya. After Kaneshiro's desires are stolen, his heart changes, leading to him turning himself in for his various crimes and the police deciding to keep an eye of the thieves.

The group's fourth Target is Futaba Sakura, a hikkimori who agrees to help them deal with Medjed in exchange for them stealing her desires. Having gained wide scale attention, the Phantom thieves are targeted by Medjed, a hacktivism group that threatens wide scale cyber attacks if the group doesn't reveal their identities and turn themselves in. At the same time, Ren is contacted by another hacker called Alibaba. Alibaba offers to help the Phantom Thieves deal with Medjed under the condition that they change the heart of Futaba Sakura. While investigating Futuba, they discover her backstory from Sojiro and that she herself is Alibaba. With the information the thieves enter her palace and work to change her heart, giving her her calling card in person. After her heart is changed, Futuba goes into a several day long sleep, but awakened in time to counter Medjed's attack. Armed with a proper understanding what truly happened to her mother, Futuba decides to joint he Phantom Thieves in order to bring those who killed her mother and stole her research to justice.

The group's fifth major target is Kunizaku Okumura, the CEO of a fast food chain who overworks his workers. The Thieves decide to target Okumura after repeated calls to action on the Phansite. Before they can properly explore the palace an argument between Ryuji and Morgana leads to Morgana leaving the team and trying to completely Okumura's palace alone. He is unsuccessful in the attempt, but manages to meet Kunizaku's daughter Haru, convincing her to join him in his endeavor. When the other phantom thieves attempt to infiltrate the palace, they are interrupted by Mona and Noir, who refuse to work with them before they all all forced to flee the palace. The phantom thieves once again try to track down Mona and Noir in Mementos, but the two again refuse to listen to them before leaving. After a confrontation with Haru's fiancé, Sugimura, Morgana rejoins the group and Haru joins in order to change her father's blackened heart. Upon reaching the Okumura's treasure, Haru sends the her father a calling card by placing it in their home. The group manages to successfully take Okumura's treasure and goes to Destiny land to celebrate. During their celebration, Okumura's confession is livestreamed, however, in the middle of his confession, Kunizaku suddenly dies. The Phantom Thieves are then blamed for his death, causing the public opinion f them to start falling.

The group's sixth target is Sae Niijima a prosecutor from the district attorney's office that was pursuing their case. Goro Akechi, having figured out the identities of the Phantom thieves offers to keep their identities a secret under the condition that they change the heart of Sae Nijiima, Makoto's sister. The group agrees and Akechi joins them as they infiltrate her palace. While the group meets several roadblock's Akechi's quick thinking allows them to prevail and capture the treasure. However, before they can escape, police officers enter the palace and surround the building. Joker offers to act as a distraction so the rest of the thieves can escape, leading to his own capture. In the interrogation room , Joker is abused and forced to sign a confession. Sae Nijiima then arrives and demands to speak with him, leading to Joker recalling the events of the game to her. Joker manages to discreetly give her enough information for her to realize that Akechi is the traitor and she uses Joker's phone to send Akechi to the her palace and trick him into killing a cognitive Joker instead of the real one. Sae then sneaks Joker out of the police headquarters and bring him to Leblanc.

The group's seventh target is Masayoshi Shido, a corrupt politician who uses his influence to walk over those with less power them himself. After seeing on of Shido's campaign speeches, Joker realizes that Shido was the person who framed him for assaults. Learning that he is the person behind Akechi's actions, the thieves infiltrate his palace to change his heart. To reach his treasure, the thieves acquire 5 letters of recommendation, but upon acquiring the last letter, they are cornered by Akechi, who reveals himself as the Black Mask and challenges them. Akechi is defeated but Shido's cognitive Akechi arrives, mocking Akechi for their naivety and revealing that Shido planned to get rid of Akechi later on. Realizing that he had been used the whole time, Akechi puts up a barrier between himself and his cognitive version and the phantom thieves. He getting in a final stand off with with cognitive self and seemingly dies in the encounter. The phantom thieves proceed to issue a calling card by taking over multiple massive television screens all across Shibuya and publicly challenging Shido. The following day, the phantonm thieves successfully defeat Samael and steal his desires, but before his heart changes, Shido attempts to temporarily kill himself in order to collapse his palace and kill the phantom thieves. Thanks to Ryuji, the thieves manage to escape and the following day Shido confesses for his crimes.

The group's final target was collective desires Tokyo itself, which had been overrun by a sense of apathy. Despite Shido's confession, public opinion about seems to have remained unchanged. Wanting to break to break the public's apathy, the thieves go to the depths of Mementos in order to steal its treasure, the holy grail. Upon reaching the grail the thieves learn that it is sustained by the wishes of the masses, and they cant destroy it. The grail which turns out toe be sentient, forces the thieves back to the real world before merging the real world with Mementos, the thieves are then removed form the public cognition, erasing them from existence. Waking up in the velvet Room and discovering that Igor was actually the Holy grail in disguise, Joker manages to save the other phantom thieves and the group proceeds back to the holy grail. This time, they cut he lines feeding it power and are able to defeat it. However, the grail then reveals its true form as Yaldabaoth, the God of Control and faces the thieves again. As the thieves are barely hanging on, the people of Shibuya cheer them on, empowering Joker enough to evolve Arsène into Satanael, which quick dispenses of Yaldabaoth with Sinful Shell. Yaldabaoth turns into its treasure form as the Metaverse begins to fade. Morgana, as a cognitive being, also fades away, but stays alive and reconvenes with the resto f the thieves afterwards.

The events of Persona Q2 take place prior to the confrontation with the 6th Palace Ruler where the Phantom Thieves find themselves dragged into an unfamiliar Metaverse while training in Mementos.

The gang are quickly able to learn that this new Metaverse named Kamo City is home to an unfamiliar type of shadow and that within this reality the Thieves abilities are greatly hindered, being unable to use their Cognitive Weapons and with Joker unable to summon any Persona other than Arsene. Overwhelmed by their new opposition the Thieves attempt to make a hasty retreat however, as the Thieves stumble upon a portal that offers an escape route they find themselves separated from Queen and Noir. Within this new location, taking the form of a Labyrinth the Thieves come across Nagi the theatres curator, Hikari a young girl with social anxiety and Doe whom according to Nagi is a mysterious being whom recently appeared within the Theatre and since his arrival the 2 have been trapped inside with the front entrance to the theatre barred by 4 very distinct locks.

Hikari informs the Thieves that Haru and Makoto were captured by the movies antagonist named "Kamoshidaman" an individual bearing a striking resemblance to Suguru Kamoshida. Realising the danger the danger their friends are in, Joker and the other Thieves opt to enter the Movie once more in an attempt to save them which is met with concern by Hikari believing that due to Kamishidaman wielding so much power it would be futile to resist however, upon an encouraging talk with Joker and Mona opts to lend them her and Nagi's support. As Futaba is able to provide Navigation from the Theatre she opts to stay behind to offer her support with Morgana briefly watching over her.

Persona 5: Dancing in Starlight

Sometime after defeating Yaldaboath, but before the January, the Phantom Thieves of Heart are dragged into the velvet room in their sleep and told to dance.
