Susano-O's hair style represents a violent storm and is colored red to convey that he is strong against fire. While it wasn't part of his characterization, Soejima believed that Yosuke wouldn't be a very creative person, and so the turbine around the Persona's neck is to reflect Yosuke thinking Susano-O needs a turbine to generate wind.
