Yamashiro is a character in Shin Megami Tensei: Devil Summoner.

Yamashiro is a member of the Hirasaki City Council who has advocated for redevelopment plans in the city.

He is secretly a high-ranking member of the Phantom Society.[1] He has known the leader of the Tendou-gumi, Tenzan Tendou, for a long time.[2] Yamashiro's redevelopment plans were in places related to the seal of Princess Inaruna,[3] furthering the Phantom Society's plot to break the seal and revive her.
While he gave Sid Davis orders, he was unaware Sid had his own plans in mind.[4]

Yamashiro is first mentioned on the TV in the Afro Teahouse during the protagonist and Kumiko Hatano's date as having his redevelopment plan approved.[5]

After the protagonist defeats Tenzan Tendou, Marie Kisaragi tells the protagonist that she suspects Yamashiro is behind Tendou, having known him for years.[2] At the New City Hall, Mayor Fujiwara says that he simply was following what Yamashiro told him to do and did not know of Yamashiro's intent.[6] When the protagonist encounters Yamashiro, he has just finished sealing Kumiko's soul in the Pseudo-Astral World; noticing the protagonist, he sends Sid Davis into the Pseudo-Astral World to torment Kumiko's soul. Yamashiro reveals his true form, the Demiurge, and fights the protagonist.
