Fujiwara is a character in Shin Megami Tensei: Devil Summoner. He is the mayor of Hirasaki City.
Profile
Fujiwara is the mayor of Hirasaki City, and he got his position through city council member Yamashiro's influence.[1] While the redevelopment plans are carried out in Fujiwara's name, they were planned out by Yamashiro, the de facto leader of Hirasaki City.[2] Fujiwara is not a member of the Phantom Society, and his role in their plans is to take the fall and resign should something go wrong.[3]
He is stated to have respect for Madam Ginko.[4]

Fujiwara is first mentioned by a couple in Club Innocence; they say there is an unconfirmed rumor that he has connections with Tenzan Tendou, that the mayor has no real power (being a puppet of a city council member), and that a secret organization may be pulling the strings.[5]
Later, in the New City Hall, the mayor says to the protagonist that he knows nothing, doing only what he was told to, and that Yamashiro was behind everything.[6] He then gives the protagonist a key to the city council building.
