In order to harvest magatsuhi for the summoning of the mother goddess, Agrat created a Nightmare System at Jozoji to drain magatsuhi from humans in the surrounding Tokyo, using the guise of Agra the fortune teller to single out humans that would provide the most magatsuhi, resulting in people across Tokyo being drained of energy to the point that Hayao Koshimizu ordered a full city lock down to prevent further spread. As a countermeasure, Mastema patrolled Tokyo and turned any human that had been selected by Agrat and transformed them into salt, ensuring that their magatsuhi could not be harvested.
