Bug catching was introduced in Persona 4 Golden as a source of Fishing bait. It does not pass time.

Summer and Fall

This section is in need of research.
Reason: The percentages for catching bugs are from the Japanese P4G guidebook and have not been playtested. The ones that do not add up to 100% are also listed that way in the guide.

The earliest the protagonist can catch bugs is June 9th and it requires the Butterfly Net from the Bug-Catching Kid at Tatsuhime Shrine. Catching bugs does not pass time. During summer and fall, bugs can be caught during good weather in the trees beside the shrine and used as Fishing bait at the Samegawa Flood Plain and Shichiri Beach. There is a small mini-game where the player must press the input button after seeing a "!" mark over the protagonist's head. Depending on the player's timing, they will either catch 4 bugs (perfect timing), 2 bugs (a little off), or 1 bug (totally off). There are also two books that increase how many bugs are caught. Getting perfect timing at least once is required for an achievement.

Which bugs can be caught depend on what month it is, whether it is day or night, and the player's quest progression.

Unlock Conditions

By default, only the Tatsuhime Ladybug, Yaso Locust, and Meiou Cricket can be caught at the shrine. The other four bugs must be unlocked before the protagonist can catch them.

Winter

This section is in need of research.
Reason: Not sure if there are certain %s for the bugs in the garden bed.

During winter, it becomes too cold to grow vegetables in the garden outside of the Dojima Residence, and bugs can no longer be caught at the shrine. Starting January 10th, the protagonist can instead dig up bugs from the snowy garden bed to use for fishing.
