Madam
Madam is a character in Shin Megami Tensei II.
Profile
Madam is the administrator of the Valhalla district of Tokyo Millennium. She lives in a mansion and has a butler named Alfred, being the wealthiest of those who reside in the district. It is implied that she took over administrating the district from an unnamed man, who could have either been a close familial member, mentor, or a possible husband.
Madam is seen holding a pipe in one hand and wears an extravagant purple dress with chains. She also has short blonde hair and wears purple lipstick.

Shin Megami Tensei II
Madam appears in her mansion in Valhlla through a screen, having invited the most recent champion Hawk to meet with her. She describes how people come to Valhalla to partake in any amount of earthly desires they can, making the district prosper in peace, then explains how the Center controls every district and how she intends to keep Valhalla just the way it is. She then brings up an issue with a former worker of hers named Hanada who ran away and is trying to open a portal to the Makai, then asking Hawk to apprehend him and bring him back to her. She then brings her pet Cerberus out to briefly assist Hawk in his search and sends him off.
When Hawk returns, Madam is a bit disappointed he was not able to bring Hanada back alive but says what's done is done and then tells him that someone is there to meet him. Once Hawk's identity as Aleph is revealed, Madam is a bit surprised but tells him to go along to the Center where he belongs.

When Abaddon swallows Valhalla, Madam is swallowed with it.
Far later in the game, when Aleph's party ventures deep into Abaddon's body, they can find Madam melded into a wall, slowly being absorbed into Abaddon. She recognizes Aleph and laments how she was used by the Center as nothing but a tool for maintaining Valhalla, which they only allowed to exist so they could choose more humans to live in the Millennium Kingdom. She only wishes that she could have been taken instead of everyone in Valhalla as she fades away.
Visionaries
Madam is featured in three Visionary cutscenes in the Game Boy Advance and iOS versions of the game.
In "Ruby Earrings", Madam is convinced by Alfred to go speak to the Center about making Valhalla more prosperous. She admits that ever since the previous administrator died, she has been losing the will to live, but concedes to Alfred's point that she is the most qualified to protect Valhalla. She says that since the previous administrator had such high hopes for Valhalla, they cannot lose it, and then wonders about the cause of his mysterious death before dismissing her thoughts and leaving to go negotiate with the Center.
In "Golden Locket", Madam sees off Thomas Tank, who had won a recent tournament and became a champion, as he is about to leave for the Center. Though Thomas Tank has his doubts about the area, Madam reassures him that it is a beautiful place and that as long as he maintains a dignified attitude, he will have a better chance at fitting in. Once he is sent off, Madam drops her facade and laments about the fates of those who go to the Center; for although they were poor, at least in Valhalla they were free. It pains her to send them off, but she sadly accepts that in order to protect Valhalla, she must keep doing it.
In "Golden Appleseed", Madam is wandering around when she stumbles across a howling Cerberus. She recognizes her as the Cerberus that was with the Hero and comments that she looks lonely, making the Cerberus mirthlessly chuckle. After Cerberus tells Madam what happened to her master, Madam is intrigued by her and asks that she become her friend, and Cerberus, similarly intrigued, accepts.
