God's Plan is an apocalyptic event that occurs prior to the events of Shin Megami Tensei IV.

The term 'God's Plan' isn't explicitly stated, rather being mentioned as 'God's scheme.'[1]
In the DLC Challenge Quest "For the Past... For the Future," Stephen transports Flynn to the day the ICBM was launched towards Tokyo and briefly explains to him that once the Yamato Perpetual Reactor made contact with the Expanse, demons began to flow into the world. The ensuing chaos began the war for control between the angels and demons, leaving mankind to eventually start a war amongst themselves.[2]
He then asks Flynn to fight Masakado and bring him back to his senses, so that he may protect Tokyo from the incoming ICBM.
If Flynn chooses to fight Masakado and returns him to his senses, he will form the barrier around Tokyo, saving it from destruction and leading it to the current timeline of events.

If Flynn refuses to fight Masakado, Tokyo is swallowed by an intense light, with the inevitable impact of the ICBM leading to its destruction.[3][4]
Shin Megami Tensei IV: Apocalypse
In the opening to Shin Megami Tensei IV: Apocalypse, Nikkari explains to Nanashi and Asahi that 25 years earlier in 2013, mankind was already facing numerous problems such as global recession, civil wars and terrorism.[5] However, it was due to the appearance of demons that nations began to take extreme measures in a state of panic, eventually leading the world to enter a state of nuclear war. The war taxed the already collapsing global economy 1.7 trillion dollars, and caused an estimated 7.2 billion casualties.[6]
The incident came to be known as 'God's Plan' after rumors spread amongst the survivors that angels were behind the catastrophe,[7] which was mainly attributed to the appearance of angels after the war ended.[8]
It is believed that the Demon Summoning Program played a role in the incident as it was digitally distributed shortly before the war ensued.[6]
