The Shadow Operatives is an Anti-Shadow group in Persona 4 Arena and Persona 4 Arena Ultimax founded by Mitsuru Kirijo.

After retiring S.E.E.S., Mitsuru created the Shadow Operatives to continue protecting the world from Shadows and clean up incidents caused by Kirijo Group's past mistakes. Some S.E.E.S. members were invited to join as active members after graduating from high school while others were designated "auxiliary members".

Following the events of Persona 3, S.E.E.S. was officially disbanded. In an effort to continue combating shadows and to change the world so that people will stop wishing for The Fall, Mitsuru forms the Shadow Operatives. Only a few members of S.E.E.S. join as full time members while the rest are considered "auxiliary members" and are only called during emergencies.
