In Persona 4 and Persona 4 Golden, Kou is one of two options for the Strength Social Link. He becomes available on April 19th when the protagonist can choose a sports club to join. Kou is on the basketball team, and the other Strength character, Daisuke Nagase, is on the soccer team. The protagonist can go to basketball practice to rank up his Social Link. After maxing his Social Link, he gives the protagonist a letter from his orphanage which allows fusion of Zaou-Gongen.

Generally speaking, the protagonist can see Kou at basketball practice in the gym on Tuesday, Thursday, and Saturday after school. The gym can be accessed by leaving through the emergency exit on the 1st and 2nd floors of Yasogami High School. During rain and other poor weather, the basketball team loses the gym, and the team will not meet.
He has very specific dates for this evening hangout, though you can usually find him on the north map of the central shopping district on Monday evenings. He will be unavailable for evening hangouts when his Social Link is rank 5-8.

Evening Hangouts
In Golden, on certain dates, you can hang out with Kou in the Central Shopping District during the evening. Which hangout you get is prioritized as follows: Limited > 1st time > 2nd time > generic. This resets every month. Afterwards, you will receive a random item. See the items list below to see what possible items you can obtain. - Favored Lunches: Meat stew (5/12), daigaku imo (7/6), karaage (7/14), marinated spinach (9/26), grilled fish (10/25), and gyoza (1/11).
- Chances to get points from responses, events, and invites
- The Strength Social Link can call the protagonist on their days off school and invite him to hangout. This leads to the protagonist getting three otherwise unobtainable books: Witch Detective (5/29), Poly-Land (7/15), and The O-Cha Way (8/10).[1]
