The Shadow Operatives is an Anti-Shadow group in Persona 4 Arena and Persona 4 Arena Ultimax founded by Mitsuru Kirijo.

Persona 4 Arena / Persona 4 Arena Ultimax
Following the events of Persona 3, S.E.E.S. was officially disbanded. In an effort to continue combating shadows and to change the world so that people will stop wishing for The Fall, Mitsuru forms the Shadow Operatives. Only a few members of S.E.E.S. join as full time members while the rest are considered "auxiliary members" and are only called during emergencies.
