Shin Megami Tensei IV:
Apocalypse
A Tendai Buddhist monk of the Azuchi-Momoyama and early Edo periods. He was an adivsor to Tokugawa Ieyasu, serving as a liason between the Shogunate and the Imperial Court. After Ieyasu's death, he suggested that Ieyasu's posthumous title be Gongen instead of Myojin, since Toyotomi Hideyoshi's posthumous title was Myojin and Tenkai believed it to be unlucky, as Toyotomi's rule ended soon after Hideyoshi's death. And so Ieyasu became Tosho Daigongen. Tenkai served the following two Shogun, and under the third Shogun, Iemitsu, he established the temple Kan'ei-ji. It is said that he also helped in city planning for Edo, incorporating feng shui into the plan.

Shin Megami Tensei IV: Apocalypse

Nanashi and his party visit Midtown to summon Tenkai using Myoko's Disc. Once summoned, he is aware of their questions regarding the Tokugawa Mandala and their intentions to rescue Flynn. He explains how the seal works whilst revealing that he had originally placed it over Tokyo four centuries ago. Although he had lifted it later on, the Divine Powers have restored it for their own purpose. He tells the party how to break the seal but warns that the Aether present can ravage someone's mind. He specifies that someone with a virtuous heart may be able to resist the worst of the Aether's effects. Once the party figure out how to deal with the domain via Toki offering herself as the solution, Tenkai sends the location of the jars supporting the seal to their phones and indicates to Nanashi that he can be summoned using Myoko's Disc once the boy is strong enough. He then disappears.
