"Shelter Inspection" is a Challenge Quest in Shin Megami Tensei IV.
Overview
This quest can be registered by talking to an NPC in Shinjuku's South Entrance after completing "Deliver the Film". On the Neutral route it must be completed as part of "The Great Spirit of Hope", but it is completely optional on all other routes.
Since this is a delivery quest, it does not need to be accepted, and can be completed by simply turning the requested item in to the client.
Upon entering the Counter-Demon Force's briefing room in Kasumigaseki, Flynn can choose to take a picture of. The resulting Shelter Photo can be taken back to the client and turned in to complete the quest.
