"Picking Up the Torch" is a Quest in Shin Megami Tensei IV.
Overview
This quest is registered by Burroughs after Skins gives Masakado's Katana to Flynn and tells him to unsheathe it in front of the boulder in Ginza.
Examining the boulder in the 4th District Crosswalk will give Flynn the option to unsheathe Masakado's Katana. Upon doing so, the katana resonates, and the boulder transforms into Masakado, completing the quest.

Quest Description

Never thought I'd be issuing this quest... It's kind of a shame that an outsider Samurai will be saving Tokyo instead of the Counter-Demon Force, but I trust the job to a certain promising young man. Unsheathe Masakado's Katana in front of the giant boulder in Ginza. It should be at the intersection of the 4th District.
