After S.E.E.S. defeats all 12 arcana shadows during the full moon operations, Ikutsuki reveals his true goals, he intends not to end the dark hour but to bring about The Fall, which the arcana shadows were in the way of. He is also a double agent and the leader of Strega.

At the top of the Iwatodai Dorm near the roof, the player can enter Ikutsuki's base of operations. Here he has surveillance cameras recording all of S.E.E.S. rooms.
