The Universe is an Arcana mentioned in Persona 3. Both it and the World Arcana share the number XXI21.

The Universe Arcana originates from the Book of Thoth, or the Thoth Deck. Its number is XXI, which corresponds with the World Arcana. Currently is is unclear how the Universe and World Arcana differ from one another. The only known users of the Universe Arcana are Makoto Yuki and Kotone Shiomi.

Persona 3

After defeating Nyx Avatar and failing to stop The Fall, the protagonist makes the hard decision to save his friends and the world. With Igor's assistance, the Protagonist gains the Universe arcana, allowing them to ascend above the Earth and face Nyx herself. The Universe arcana allowed the protagonist to endure many fatal blows and the ability to cast The Great Seal, stopping The Fall and saving the world. The Universe arcana has not been used since this incident.

Persona 3 The Movie: Winter of Rebirth

The Universe Arcana appears in the final Persona 3 movie. Much like the game, Igor assists Makoto Yuki in obtaining the Universe arcana so that he can stop The Fall and save his friends. While in the game the Universe arcana card is shown to be blank, the movie shows the card as identical to the World Arcana.
