Prior to the events of the game, the creation of the Yamato Perpetual Reactor by Defence Minister Tamagami led to the incursions of demons into the world, resulting in international disarray. In Japan this resulted in the creation of the National Defense Divinities to strengthen Japan's military strength and the Counter Demon Force to battle any demonic threats to the populace. Eventually the growing hostilities between nations led to the launch of nuclear weapons against all nations as part of God's Plan. To protect Tokyo Masakado formed the firmament over the city to shield it from an incoming ICBM. In the resulting chaos the Ashura-kai rose to prominence as the primary governing force in Tokyo, with the Ring of Gaea rising to challenge them.
