The Mutants are a group of people in Shin Megami Tensei II.
Profile
The Mutants are a subsection of humans disfigured by mutations. Though they assisted in the construction of Tokyo Millenium, because of their unappealing looks, they were driven out of the city by the Center, forcing them to live in the dark Underground Tokyo underneath Millenium. With Millenium covering their view of the sky, they wish the most for the chance to be free from it's presence and feel the sun's light shine upon them once more.

Shin Megami Tensei II
The community of Mutants can be found dwelling in Roppongi, coexisting with the other people oppressed and cast down by the Center. At the entrance of their village, they have a message discouraging any people from the surface from entering, and likewise initially act hostile toward Aleph's party. On one of the floors of the dungeon, the leader of the Mutants, the Mutant Elder, can be found, who when spoken to will recite the story of the Mutants' exile from Millenium. Other Mutant NPCs on the floor will also discuss the miserable feeling they have living in the Underground, with a Mutant woman cursing the Center for their callousness and wishing for their destruction, and a Mutant man who heard a rumor that Masakado can travel to the demon world wishing that he could take him there.
The Mutants also have taken in a deity by the name of Hiruko, refusing to allow anyone near him unless he allows it.

After Masakado is ressurrected, the Mutant man who wished to go to the demon world will change his mind and decide to try making the best of his life in the Underground.
Later, once the Center has been dismantled, Aleph can speak to the Mutant woman who was cursing them before, who says that even if the Center is gone, she is not satisfied with Millenium still standing and stealing the sun's light from the mutants.
In the Chaos ending, the Mutants alongside the other Underground residents praise and thank Aleph for destroying Tokyo Millenium and liberating them from it's presence, overjoyed at being able to feel the sun's light on them again.
Visionaries
The Mutants are featured in two Visionary cutscenes in the Game Boy Advance and iOS versions of the game.
In "Reed Leaf Boat", the story of how Hiruko met the Mutants is detailed. After just having escaped the grasp of the Center, Hiruko is found by a mutant who at first is annoyed by his presence, but after finding out that he is being chased, he takes him to the Mutant Elder who allows him to live amongst them so that he may stay hidden from the Center.
In "Copper Circlet", the moment when the Mutants were forced out of Millenium is shown. The Mutants are being confronted by a Holy Knight, who gruffly orders them to leave. One of the Mutants is outraged at the prospect of being forced out of the city they helped construct, but before tensions escalate any further, the Mutant Elder steps in to defuse the situation, not wanting any unnecessary deaths to occur. He accepts that they must move to the Underground, and while the outspoken Mutant is unhappy, the Elder says that it cannot be helped and that they must simply observe the Center's fate from the dark.
