Chihiro is the Justice arcana Social Link, titled Treasurer, in the following games:

Chihiro can be found in the 2nd floor hallway at Gekkoukan. Since she is a school-related Social Link, she is unavailable on the week before exams, and also unavailable when school is on vacation.
On some days off school, Chihiro will text the protagonist and ask him out. More information about these can be found under Hangouts.

In order to unlock Chihiro's Social Link, the protagonist needs to join the Student Council and do Hidetoshi Odagiri's Social Link to at least rank 1, then talk to Chihiro in the hallway on three different days. On the fourth day, the protagonist can spend time with her and unlock her Social Link. Any responses given during the protagonist's first real meeting with her will result in rank 1.

Hangouts
Sometimes, Chihiro will text the protagonist and ask if he wants to hangout. The dates this can occur are: 5/31, 6/21, 7/5, 7/26, 8/9, 8/27, 9/27, 10/25, 11/29, 1/16, 1/11.
What hangout is seen depends on what rank Chihiro is. During these hangouts, there is one prompt which gives points.

In Reload, if the protagonist told Chihiro that "It's love" back on Chihiro's rank 5 event, then Chihiro's dialogue on her rank 9 hangout will be different, but the protagonist's responses will remain the same.
Gifts
If the protagonist gives Chihiro a gift she likes when during a hangout, it will increase her Social Link points.
