The name Ryugu comes from Ryūgū Palace, an undersea palace spoken of in the Kojiki. In Persona 4, the usage of the name ties back to the deity enshrined at Tatsuhime Shrine, Toyotamahime. This is further eluded to with the fish hook that unlocks Fishing.
