Kei Akashi is a character in Persona 5: The Phantom X. He is an educational consultant to Kokatsu Academy who becomes the Phantom Thieves' third target in Chapter 3.

Kei Akashi is an educational consultant who was assigned to Kokatsu Academy by the school board to improve the school for students and address the issue of overworked teachers. He is introduced to the students and the player the day after the second palace is completed. Akashi's presence eventually leads to a rebellion in Kumi Katayama's class, as the students believe that his way of teaching is more effective. Akashi began stalking Katayama after the two had multiple arguments at school, and he eventually uncovers her identity as the "Hit and Run Rider" that has been responsible for many strange incidents around the city. Akashi uses Katayama's secret identity as a form of blackmail, which causes her to have multiple stress-induced outbursts in front of students and get suspended from her job.
