Nomenclature
A caliph is the head of a caliphate, a form of government led by a figure who is considered to be a successor to the prophet Muhammad. While it is religiously tied, a caliphate is not inherently a theocracy as a caliph is not considered a priest, with the Sunni branch of Islam holding that a caliph is an elected position.
