The Old Man in Sugamo Prison is a character in Shin Megami Tensei.
Profile
An old man imprisoned at the top floor of Sugamo Prison. He is said to be a master of demon fusion.
In his past, he was a leading figure in Japan's attempt at world domination who was executed for war crimes. He was a member of a certain cult, and he was able to resurrect himself with secret techniques, forgetting his ambitions to dominate the world in the process and becoming focused on the secret arts. His various pupils administer the Cathedral of Shadows.[1]

The old man resides at the top floor of Sugamo Prison, which is only accessible after Tokyo gets flooded.
If the Hero is on the Law route, he must recruit Uriel, Raphael, and Gabriel and then visit the old man. Interested in his goal, the old man fuses the three Archangels for him, which results in the creation of the Angel Ring.
