In Persona 4, a Silenced character will be unable to use skills. The protagonist will also be unable to swap Personas.

Removing Silence	Mutudi, Amrita, Salvation, Mouthwash, Amrita Soda, Hiranya, Hiranya CabbagePersona 4 Golden
Preventing Silence	Resist Mute, Null Mute, Unshaken Will, Disguise Mask, Mask of Truth, Book of the Void, Arazuyu Fan

When a character is Muted, they're unable to use their Persona related moves. Mute clears after hitting an opponent, or after a set amount of time.
