Creates a date that is sortable in tables even if something else is in it. See also: Module:Release/doc
Supports formatting like the following:
- January 1, 2000
- January 1st, 2000
- 1 January 2000
- 1st January 2000
- January 2000
- 2000
If day or month and day are missing, they sort as 00.
